the reason that Collins had a higher Passer Rating than Young was because 1 INT in 12 passes is better than 1 INT in 2 passes. The floor for completion percentage in the NFL PRS is 30%, so neither Young nor Collins received any credit for that score. A bit disappointed that you did not look up how the PRS scores are determined.
