Since 2004 the Bucs have spent the least amount of money on player salaries and bonuses. Just more evidence that the Glazers are the Pittsburgh Pirates of the NFL. They manage to stay just above the cap minimum, but haven't given much effort. There is a reason the Bucs had to say their goodbyes to Brooks and Dunn and then panic and move people out of position (see Jermaine Phillips).
